Which suggested running:
readelf -e /tools/bin/gcc | grep interpreter
which gives:
[Requesting program interpreter: /lib64/ld-linux-x86-64.so.2]
I thought this might indicate some problem with the toolchain build so I
started again from scratch and still get the same regardless.
Any ideas?

This does mean something went wrong building the toolchain. The most
likely cause it not removing the source and build directories after each
installation of GCC. If this is the problem, start again and make sure
to remove every source and build directory after each installation. If
not, carefully compare your command history for the clfs user with the
book, in particular the instructions for GCC and Binutils. You can also
just pastebin the history for the clfs user so someone here can look
over your commands.
