I checked my log and do not have the lines:
GEN doc/bison.1
/sources/bison-3.0.4/build-aux/missing: line 81: help2man: command not found
Check the md5sum of the bison tarball. I do not know why doc/bison.1 is
being regenerated. You may want to check that the time for system is
correct in chroot.
The dependencies for doc/bison.1 are doc/bison.help, doc/bison.x, and
configure. Check the time stamps for all those files. They all should be
earlier than doc/bison.1.
I have:
-rwxr-xr-x 1 1034648 2015-01-23 06:54:23.000000000 -0600 configure
-rw-r--r-- 1 5883 2015-01-23 06:55:03.000000000 -0600 doc/bison.1

That looks like bison.1 and bison.help have the same time. That should be
OK, but you can make sure by doing 'touch doc/bison.1' before make.
