You only need to cross-compile once, to break the link with the host system. 
Once you have a set of cross-compiled primary tools (gcc, binutils, glibc), you 
switch to native compilation.

And you need Pass 2 because the Pass 1 gcc and binutils have been linked 
statically and now need to be linked dynamically to the new glibc (not to 
mention the fact that the Pass 1 gcc is a very simplified version which could 
not be used as a general compiler).
