Aren't these directories empty after completing temporary system? Aren't all packages installed in /tools/bin not in /bin, /usr/bin, /usr/sbin, /sbin?
Because the order of PATH directories is significant. As new packages are added, some are placed in each of /bin:/usr/bin:/sbin:/usr/sbin and the following packages will then use the Chapter 6 packages, not the temporary ones in /tools/bin.
