True, the sed has no effect. But in SYSV, /usr/lib/tmpfiles.d is not
used: it is a systemd file (see [1]). The only thing is that the sed
should only be run in the systemd book (and maybe the creation of this
file should be prevented in the SYSV book).
He also reports a bug in util-linux in systemd-LFS which I can't confirm as I
am building with sysvinit. Here is a link to his post:
