You probably have an incorrect installation of gcc-pass1. I don't have a
snapshot between pass1 and pass2, but you should have something like this
in /mnt/lfs/tools:
./include/c++/6.3.0/ext/algorithm
./include/c++/6.3.0/bits/algorithmfwd.h
./include/c++/6.3.0/experimental/algorithm
./include/c++/6.3.0/parallel/algorithm
./include/c++/6.3.0/parallel/algorithmfwd.h
