Perhaps. Would moving M4 in the tools build before Bison fix this
issue? I'd diagnose, but I've moved on past the temporary tools
section in my own build.
Sorry, I don't know. We automate our builds from the instructions in the
book and do not run into this problem. Since we don't install bison in
chapter 6 before bc, the problem points to a bison problem in chapter 5.
You might try building bison early in chroot, but that is certainly untested.
