This sounds like a debian problem.  They allow biarch (64/32)
builds, and they seem to go out of their way to put toolchain files
in architecture-specific directories.

But if the symlink is not broken, then configure *ought* to find
sys/stat.h.  A quick look at the version on my current system
(LFS-svn) suggests it picks up all the nasty details from other
files, so I'm fairly sure the contents will be ok.

If configure still does not find it, let's try a left-field
suggestion: CFLAGS="-m64" ../configure   \
(etc)

And if configure can find it, but not the others, you need to check
for broken symlinks on each of them.

Sometimes, debian and its derivatives are plain weird.
Unfortunately, my brain is mostly addled from trying to understand a
gcc-7 problem.  I'm done for the day, so good luck, hope you solve
it.
