It seems to be a common issue with systemd, possibly while booting by EFI. Is the keyboard you are using USB or PS/2? Maybe the USB subsystem in the kernel just doesn't work? Try using a PS/2 keyboard, they're great for debugging. Apart from that I'm out of ideas since I'm using the good ol' sysvinit.
