The question proposed is if flex is required as a base standard, and if such, shouldn't it be stated?
Some time ago, I has a similar issue. The real problem was the execution of autogen.sh or autoreconf -fi ... Something like that. In general, flex are a dependency to create the configure scripts, not to run it. Try to decompile the tarball again and ensure you are using the configure script inside the tarball, exactly as the book says.
