Did you try the exactly commands as inside the lfs book 8.2 :

cp -v configure{,.orig}                                         &&              
sed 's:/usr/local/bin:/bin:' configure.orig > configure &&

./configure --prefix=/tools     --with-tcl=/tools/lib  
--with-tclinclude=/tools/include &&

make                                                    

try <make -j1> if you have multi-proc configured on you VM
