From that article, someone setup a bzip2 gitlab page:

The download button is the one to the far right on the row of buttons

Also, it is stated that bzip2 will later resume at its original
distribution site at sourceware:

Lastly, I noticed this interesting article that criticizes xz:

The conclusion I reach from all this? 
That maybe we should all just stick with and/or return to gzip.
