Normally, these libraries are installed (in /tools/lib), by "5.33
util-linux.-2.32.1"
Do you have them (for example /tools/lib/libuuid.so.1.3.0)? If not, check
util-linux log in chapter 5.

Thanks to Michael Shell, it reminds me that LFS68.3 had some
symlinks set-up in "6.6. Creating Essential Files and Symlinks".
Do you have, for example:
/usr/lib/libuuid.so->/tools/lib/libuuid.so?
And same for:
/usr/include/uuid->/tools/include/uuid
