There was a thread about this in December, on blfs-dev, starting at

You can read it all, but here is a brief summary of what _I_ think
the main points were:

1. This was a result of changes in, or backported to, linux-4.14.

2. If the wifi is working, despite the message, then fine.  If not,
install firmware for your atheros, and perhaps for bluetooth (and
probably build them as modules).

3. My understanding is that many people can still connect to wifi
without installing regulatory.db.  I think that was true for Bruce
(USA) and it seems to be true for me (GB) - I really must get back to
tuning the kernel on my laptop, but this is way down my list of
things to look at there.  I can see that I have things like:

and similar later on, but wifi is working (wpa_supplicant).
