Collateral damage from the move to the new build - what was chapter
6 is now chapter 8 in the development book.

If someone has already built 9.1, 'a' is the option. For a new
build of 9.1, 'b'. Technically, only really necessary (for these
packages) for chapter 6 (chroot), but if you have not started then
use the new version in both chapters.

However, because the development book has moved to the new build,
prefer the instructions in the 9.1 book in general.
