It works here. Is you interrupt character really ^C ?  (use stty to check).

Don't forget to set limit-total-max too, otherwise the unused limit will
accumilate indefinitely, and used later when connection is established.
Usually limit-total-max can be made equal to limit-total-rate.
(Hm, maybe it is better to disallow indefinite accumulation - will do).
