I have noticed this problem long time ago. The cygwin binary from
ftp://lftp.yar.ru/lftp/binaries/ has a workaround mentioned in README-cygwin:

: For some reason close() does not shutdown sockets, I had to redefine
: close function to do shutdown first. (cygwin-1.3.10)

I wonder how do these ftp clients close socket file descriptors.
