It was removed because time precision is now remembered from the low level
of ftp protocol - MDTM is precise to a second, and ls output is either
precise to minute or a day.

You can either use --ignore-time option of mirror or try to play with
the settings ftp:use-mdtm and ftp:timezone. For the timezone setting
to take effect you have to set ftp:use-mdtm to off.
