I can imagine ancient Debian installations which rely on V4L/FFmpeg
for video-surveillance systems.
The next day the admin will try to update FFmpeg/Libav on it and it
will swear against the developers who removed V4L.
Maybe I have too much imagination, but really considering how much
time old software/devices tends to stay in the business I think
keeping it at least for another release is a good idea.
