There is no way this could have made running configure anything but
faster (since it does less).  However, it seems that a few extra stat()
calls from make cause a bit of a slowdown on mingw.  Quite frankly, I
don't care, but someone suggested a workaround that is probably
acceptable given the explanation which was missing from the patch.
