I was talking to BBB about adding colorspace flags to AVPixFmtDescriptor and how to do it. While doing this we tried to figure out the exact meaning of the PIX_FMT_PAL flag that already exists, however we failed to come up with an explanation.
Currently it just seems to be a property applied to all formats that have 8 bpp or less and do not have the PIX_FMT_BITSTREAM flag set.
