Most programs of the form <random name> "converter" are sold by scammers from countries outside of typical legal jurisdiction (China, etc). There are likely hundreds of different "converters" with identical core code, differing only in theming, all sold by the same people. If you sue one, it'll just disappear and 5 more will open up. It's likely impossible to have any significant impact on these as long as this kind of abuse is supported by their government.
