Everything you said about PS also applies to SBR. That makes the
commit message and the variable name "ebc_ps" inaccurate. The generic
name for these sorts of things is "sync extension."

This also has ABI implications between Lavc and Lavf. In the past
we've avoided changing the interface of private functions shared
between the libraries.
