Hi folks,

I was trawling through my PPC build logs and noticed the following:

/BUILD/libav-fate/src/libavcodec/ptx.c:91:9: warning; ISO C90 forbids mixed 
declarations and code [-Wdeclaration-after-statement]

Looking at it, I could just put curly brackets around it to start a new block 
and shush the warning, but I think that just looks ugly when it's not actually 
a new block.

Would a static always_inline be smarter in this case?

Looks like the altivec swscale files have the same warning (wow are those files 
ever a preprocessor soup eyesore!).
