Did some more testing, the log message is imprecise. It appears the channel selection is entirely unrelated to the stream ID -- for example, when a client publishes twice, re-publishing after the first stream is closed, the Flash client can select new channel IDs even if the server reuses the stream ID from the original stream (which the server is allowed to do).
