I'd prefer the form "simplifies host/target libc detection splitting", since there's nothing technically that says it can't be done (which is how I interpret the word "interfere" here), it just lets us get away with less work.
The patch itself looks pretty ok, once someone has tested (as in both building and running make fate) it on both MSVC and ICL.
