Well, you cannot have this specific functionality in lavc, because lavc
is not involved in streamcopy.
And actually it should go in avformat as
int avformat_copy_stream(AVStream *dst, AVStream *src);
No, I do not think such a function would be useful.
What exactly you want to copy very much depends on your use case.
