We have check-and-disable, check-and-fail and disable as states for our
options.

For system-available stuff the default is check-and-disable.

For non-system feature the default is disable and you can check-and-fail
passing the `--enable-` option.

We can refactor a bit the code to make so that the tests support all the
states and add the option to switch from one to the other.

VDA is system available by default, vaapi is not
