We tested it and seemed near optimal, most of the tests are 50%+ setup
time (thus why I stopped using perf with them).

Travis is good as quick pre-check for incoming patches or to keep
staging branches, fate and oracle test in depth.

I didn't check if is possible to have non-stale compilers in travis.

Federico is working on a github-to-mailinglist bridge that would help
people used to send pull request on github contribute w/out having to
get crazy with their two factor autentication gmail =P

(documentation on to setup git-send email will appear on the wiki soon
nonetheless).
