Hi all, Series v2 follows. Changes:
* The initialisation for constant-bitrate vs. fixed-qp has been split into separate functions. * Constant-bitrate modes now use rc_buffer_size/rc_initial_buffer_occupancy if set. * Timing uses AVCodecContext.framerate if present, otherwise time_base. * Local option patch split into three (one adding the feature, the other two using it to add -qp). * H.264 -quality option conditioned on VAAPI 0.36 or higher (without this it fails to build on Ubuntu 14.04 LTS). * SEI hackery patch dropped. (I'd still like to do something sensible around this so the arbitrary-header-writing patch stays.)
