Today comes the day of the big shuffle. After some preliminaries that add consistency and (thus) simplify internal API I move the helper functions around into a sensible order to simplify finding them and make more sense in general. Functions are grouped by their category, i.e. test_foo/check_foo/require_foo, and placed in toolchain order within that category.
