You can filter for substrings '--{en,dis}able-gpl' the string you get
from avcodec_configuration(), and its friends from other libs.
Also you can figure it out from avcodec_license() - it does not says
strictly "GPL" or "LGPL", is gives printable phrase that can be
analyzed. E.g. at me it gives
libavcodec license: nonfree and unredistributable
