Thanks Lu for your suggestions.  

I have managed to switch across to ffmpeg from the help of a libav-tools user 
who directly contacted me.  In short...

1) I create each cut file using for example:

ffmpeg -y -ss 00:00:06 -i 1002_20160703125800.mpg -t 0:19:18 -c copy -f mpegts 
0.mpg 

2) I concatenate all the cut files using:
ffmpeg -y -f concat -safe 0 -i listCutFiles.txt -c copy -f mpegts out.mpg 

I did download the latest ffmpeg from their website and used that rather than 
the installed default.
