I have faced a similar problem , By now I have tried to fix (which you implemented as "frameData") by input a frameData->pts and frameData->pktPts with a calculated pts value = frame_count * (90000.0 / STREAM_FRAME_RATE);.
BTW, I am can only open in ffplay.exe but have no chance on MPC or VLAN... In ffplay They were some error which I think it was about somethings in avi container. I have try to decoding with GSpot which result in showing a empty data in dataheader field.
