I had a look at that patch, and changed it for 0.11, but ...
If you use a minimal configure line - something like
--enable-cross-compile --cc=... - with --disable-optimizations
--disable-neon on current git head, does compilation succeed?
Updated the bug.
Seems my configure line is pretty busted as well.
