I haven't done much Windows stuff after XP, but in the 2000 and XP days, the only way to get a (relatively) accurate sub-millisecond timer was using select(), the call used to wait for network activity - with no sockets to wait for. It uses some internal microsecond accurate timer.


Of course there are no guarantees, but on a lightly-loaded system, with a high priority thread calling select() for sleep, I actually managed to get a reasonably accurate 5.5ms timer on WinXP.

No idea how Win7 and Win8 handle that, though.
