No, as I tried to explain, FFmpeg can neither use LAME nor MAD for decoding. As I wrote, if you compile LAME with --disable-decoder (to make sure no GPL'd code gets linked into LAME in case this is possible at all) you do not loose any feature of FFmpeg (or in other words: It makes no difference from FFmpeg pov).
