Just reporting what my experience has been.  Admittedly I have not done a 
thorough survey to see what players support
avc3.  But on Fedora 26, vlc, mpv, mplayer, ffplay, and avplay all support it.  
Totem is the only player I've found that
doesn't and that's no surprise as it doesn't support a lot of things.  But this 
is all noise.  The OP is trying to
diagnose a problem with chrome.  Firefox on fedora 26 supports avc3, chromium 
does not (just tested it).
