Thought I must be missing something here. I've tested with multiple FFMPEG / Live555 rtsp server implementations with success.

I believe you are expected to URL-encode special characters anywhere in the URL. See, e.g., the page https://support.brightcove.com/special-characters-usernames-and-passwords
