How would one go about providing accurate time based seeking with
compressed video that has variable length frames and no frame markers
or timestamps? For example providing a seek forward to a
specific time, such as 15 min, 3 seconds into the video. The
question assumes no pre-scanning of the media or indexing. Even if
you knew the total time and byte length of the content, how would you
know you were at the exact specified time location?
