No. Libavformat currently supports the RTP payloads for MPEG{1,2} video,
mp2/mp3, H.264, AAC audio, and PCM audio. But H.263 packetization is
currently not supported. If you search the ml archives, you'll see that
someone is (probably?) working on it (but I did not hear any news recently).
