You can build DLLs yourself from the source using MSYS/MinGW.
Can't say anything about .lib files, because MSYS/MinGW usually produces 
.a files. Looks like it is possible, but i have never done that myself.
There was nice ffmpeg-on-windows guide at arrozcru.no-ip.org , but 
apparently it is down at the moment.
By the way, you can use DLLs without .lib files by explicitly opening 
them with LoadLibrary() and importing symbols with GetProcAddress().

As for availability: there were some libs at arrozcru.no-ip.org .
