If I remember well, it was analog TV captured from a bt card,
resampled to 352x288 an compressed at about 300kbps / 500kbps.

Intra frames are bigger, so if you use more I frames you need a
higher bitrate. If there is not much motion in the video, using
large GOPs increases the quality (and if there is more motion in the
video, ffmpeg is able to insert I frames earlier... I do not remember
if this behaviour is the default, but I think it is).
