Just use an RTSP server that supports these features... If the server is
able to properly parse the audio and video streams, hinting is not needed.

ffmpeg does not provide an RTSP server. ffserver does, but it is quite
rudimentary and does not support many features (for example, I am not sure
if it supports seeking).
