Some formats contain aspect info, others don't, and some might be limited  
in what aspect ratios they can describe.  You need to ensure that you are  
using a container/codec which can contain the aspect ratio you want to  
use.  I'd reccomend reading up on the different video formats, and then  
try one of them which supports what you need.  libav *should* preserve the  
sample_aspect_ratio value if possible.  If it doesn't, and the format  
supports it, report it as a bug.
