Does anyone know how the 'bit_rate' property and the 'bit_rate_tolerance'
property in the encoder is used? This property is part of a codeccontext.
If you do not know, do you know in which source file to look at? I am doing
mpeg-4 encoding and can't seem to find the right file where it is in.
