Hi Guys I am wondering if ffmpeg/ AV library is capable of doing a static bitrate output which means if I want a 5000 kpbs output at 1 fps then ffmpeg can ensure that its output bitrate is no greater than 5000 kpbs and it would do it at the cost of reduced image quality. If ffmpeg is capable of doing it what option would I have to set to have it do that? Thanks
