There is param called "vop_time_increment_resolution" in Video Object Layer. This is a 16-bit unsigned integer that indicates the number of evenly spaced subintervals, called ticks, within one modulo time. One modulo time represents the fixed interval of one second. Thats why maximum value of timebase is 2^16 = 65536.
