Yes. It's the same process as on win32, except use mingw64. For best
results, use the latest revisions (i.e. trunk) of BOTH mingw64 and ffmpeg,
since for a while there were a few weird hacks in ffmpeg that made this a
difficult proposition. I've done it, and FWIW, it didn't seem to improve
performance much -- it just increased memory usage (as expected). In fact,
since most of the ASM is x86, I'd expect performance to be worse. I think
x64 optimizations are being worked on right now. The only reason to do it is
if it needs to be integrated into an existing x64 binary.
