I want to implement seeking in the simplest way. However, I am having
trouble understanding the way avcodec handles timestamps. I have had
limited success using av_seek_frame, but I can't seem to get the
timestamps to match the frame durations. The result is a crash because
the timestamp exceeds the length of the video stream.

I need to seek by a value from 1-100. So, if the value is 50, the seek
is in the middle of the stream. I need to pass the corresponding
timestamp value to av_seek_frame.

The seeking I have gotten to work is very choppy. I assume this is due
to avcodec retrieving only keyframes from H.264 video. This is fine. I
don't need frame-by-frame seeking.
